The fans get to ballot for their picks in the pro bowl every year as well. Football is marketed to fans who bring in the money with ticket sales and then buy jerseys etc etc. The more a player is in the media, the better chance more fans will watch them and maybe buy their jersey. The better a team can market their own players, the more fans they get, and the players get noticed more (hence voted for more). Portis isn't just a running back though.
